Cost discipline, by the token
Every endpoint has a published cost in tokens. The cheapest call is one token; the most expensive is 50.
We publish the cost in the OpenAPI spec via x-tokens-cost, in the response header X-Request-Cost, and in the agent envelope. No black box.
This forces us to keep slow endpoints from leaking costs, and gives builders a budget they can reason about ahead of time.
